MARXISM 21 Editorial Rule

Article 1. (Purpose of the Rules) This rules aims to specify the regulation and procedures related with the review and publication of articles submitted to MARXISM 21.

 

Article 2. (Purpose of Publication) MARXISM 21 aims to contribute to the progressive development of the academic community and society through the periodical publication of creative works on the Marxism.

 

Article 3. (Publisher) Gyeongsang National University Institute for Social Sciences (thereafter ISS) is the publisher of MARXISM 21.

 

Article 4. (Frequency of Publication) MARXISM 21 is a quarterly journal, published on every 20th of February, May, August, and November. 

 

Article 5. (Editorial Board)

1) Composition of Editorial Board: Editorial Board is composed of an Editor, Executive Editorial Board, Advisory Editorial Board and Editorial Assistant.

    The Editor is appointed by the Director of ISS from the members of Editorial Board with outstanding academic achievements in Marxist research, based on the recommendation from the Editorial Board.

    Executive Editorial Board is composed of about twenty persons, who should be appointed by the Editor, based on the recommendation from the Editorial Board.

    Advisory Editorial Board is composed of about fifty persons, who should be appointed by the Editor, based on the recommendation from the Editorial Board.

    Editorial Assistant is composed of one person, who should be appointed by the Editor.

2) Term of Editorial Board

The term of the Editor and Executive Editorial Board is two-years and can be renewed.

3) Editorial Board Meeting

The Editor convenes and presides over the Editorial Board Meeting.

The Editorial Board Meeting is held with the attendance of majority of Executive Editorial Board. Majority vote of attending Executive Editorial Board is necessary for the decision of the Editorial Board Meeting.

The Editorial Board Meeting deliberates and decide the issues related to the review and publication of articles submitted to MARXISM 21.

The Editorial Board Meeting may propose the revision of Editorial Rule' to the Council of ISS. The Editorial Board Meeting also decides the 'Internal Rules of the Editorial Board Meeting', MARXISM 21 style-sheet and Instructions for Contributors.

 

Article 6. (Procedure of Review) The procedure of review of the articles submitted is as follows:

1) (Object of Review) Only the articles, observing the Instructions for Contributors, MARXISM 21 style-sheetand Authors Ethic and passing the plagiarism checking, will be considered for review. 

2) (Receipt of Article Submitted and Referee Selection) When the article is submitted, the Editor should notices the date of receipt promptly. The Editor should choose three referees among the scholars with specialty in the themes of the article submitted and request them to review the article. If the Editor herself submit her own article, the Temporary Editor should be appointed by the Editor among the Executive Editorial Board to carry out the review process. The article submitted should be made anonymous by the Editor before it is sent to referees. The names of referees also should not be disclosed to the author(s) of the article before, during or after the review.

3) (Referee Report) The referee, who agreed to review the article, should send the Referee Report to the Editor within 15-days after the date of agreement. The Referee Report should include the comprehensive evaluation of the article, graded as A, B, C or F, according to the Article 7 of the Editorial Rule as well as detailed comments on the article.

4) (Notification of Review Result and Revision of the Article) The Editor should make a decision whether the article is published or not based on three Referee Reports, applying the Article 7 of the Editorial Rule, and notice the result to the author(s) of the article. The Editor should provide the author with the detailed comments by three referees as well. The author may or must revise the article according to the review result. The author who is requested to revise the article should send the revised article accompanied by the responses to the referees' comments to the Editor within 15-days from the date of revision request.

5) The article, classified as ‘non-refereed article’ by the Editorial Board Meeting, can be published without subject to the above procedures of review.

 

Article 7. (Evaluation Criterion)

1) The referee should review and evaluate the article according to following criterion: originality and concreteness of the contents; relevance of methodology; logical consistency of the presentation; contribution to the progressive development of academic community and society.

2) The referee should grade the article in A, B, C, and F.

B: Accept with suggestions for improvements

C: Request re-submission

F: Reject

3) The Editor should decide whether the article reviewed is accepted for publication or not based on the comprehensive grades given by three referees by applying following rules:

4) The other issues related with the review and publication of the article should be decided according to Internal Rules of the Editorial Board.

 

Article 8. (Author's Ethic) If the article published in MARXISM 21 is accused or suspected of the misconduct in research such as plagiarism/self-plagiarism/duplicate publication/fraud, the Editorial Board Meeting must convene the 'Author's Ethic Committee' to determine the case, according to the Internal Rule of the Editorial Board Meeting'. If the 'Author's Ethic Committee' decides that the author of the article commits the misconduct in research, the Editorial Board Meeting must eliminate the article from the issue in which it was published immediately, and announce the fact through the official web-site of MARXISM 21 as well as deprive the author(s) of the right to submit any article to MARXISM 21 for 5-years from the time of the misconduct in research committed.

 

Article 9. (Certificate of Publication) The Certificate of Publication can be issued for the accepted article on request from the author.

 

Article 10. (Distribution) MARXISM 21 is sold to the domestic and foreign individuals and institutions for the subscription fees determined by the Editorial Board Meeting.

 

Article 11. (Copyright) The authors of the articles should submit the signed ‘Copyright Transfer Agreement’ to MARXISM 21 and transfer the exclusive copyright of the accepted article to MARXISM 21 at the point of acceptance in order to publish the articles in MARXISM 21.

 

Article 12. (Royalty and Subscription Rates) The revenue of subscription fees and royalty from the sale of MARXISM 21 should be accrued to MARXISM 21.

 

Article 13. (Revision of Editorial Rule) The Editorial Rule can be revised by the Editorial Board Meeting of MARXISM 21.

 

Addendums

The rule is effective from the date of enactment and revision.
